I just came across the Medical Directors report for Manchester Mental Health & Social Care Trust for 25th June 2009 and this is what it says about adult adhd (emphasis is mine):
The effectiveness day takes place on 11th December 2009, and apparently it involves "Visioning and the year ahead"
If all this sounds a bit vague and waffly to you, and you live in the Manchester area, then I recommend you write to the Medical Director, and the Chief Executive and offer to help them move this forward by turning their visioning and their concept paper into action items. The Medical Director is Dr Mark Spurrell, and the Chief Executive is Jackie Daniel.

btw the funding for an adult ADHD service comes from the Primary Care Trust, not the guys listed above--although they should be helping the PCT to see sense.

ADHD NICE guidance
There are approximately 300 children currently in treatment plus an undiagnosed 1-2% of the general adult population who should be able to access adult ADHD services in line with NICE Guidance. No service is currently funded for Manchester.
Internal processes have been agreed with the Medical Director to lead the establishment of a concept paper for ADHD services to mirror successful processes used with Alzheimer’s Disease clinics. Effectiveness day planned December 2009 to address this area of need.
