"Motivation" is one of those tricksy words, that has been so misused, that hardly anyone other than doctors use it to mean it's original meaning.
The only time it is used and actually understood with it's original meaning is in the phrase "motivational speech".
For everyone else it simply means "motive".
That's why I jib when health professionals use it in reports that ATOS types will read.
Doc says "lacks motivation", everyone else reads "lacks motive" i.e."lacks reason to do anything"
and I am convinced that politicians of a certain colour deliberately misinterpret the phrase to salve their consciences.
"Can't work because they have no motiv(ation)? Kick them off benefits, then they'll have motive!"

Most counsellors deal primarily with depression and a lack of motivation is a common symptom. .
as in 'can't be bothered. . have no interest in. . don't see the point'
When I try to explain my difficulty in starting/completing tasks I try to explain that I want to do things
and it it upsets me that I can't. . .and, yes, I know that I should break things up into smaller parts. .
and I know that everyone forgets to put the bin out from time to time. . .
I know what I need to do and have endless lists with achievable goals. .
it's difficult to explain how I can 'remember' to put the bin out several times a day, but if I don't do it
immediately, it ceases to exist. . I can decide to start a task, but go to make coffee before I start
and end up doing something else and don't remember the first thing until I find myself back in
the room that I started in. .
It it would be great to have someone like a personal trainer to come into my house and give me tasks
to do with deadlines and check on my progress at regular intervals and bring me coffee,
remind me to eat. . . Etc. . Mr Motivator?
