That's quite a confusing article, as it keeps switching between 'people' and 'children'. ADHD brains develop at different rates from NT's, but generally catch up by adulthood, or at least, they are alleged to ;P .
On the whole a nice article highlighting the continuing denial of ADHD's very existence.
I suspect that many more 'behavioural problems' are also neurological, although there are obviously also many that are psychological, as in parenting/upbringing/life related.

Brain development is use dependant so if struggling to focus is overwhelming they're brains it's likely other areas will take longer to catch up. My eq as a child was far behind, as an adult generally far ahead of others.
The areas they suggest are underdeveloped are also often seen to be under developed in many other conditions, ndds, mhp, lds etc
