That program was run in the mid 80's just before the Acid house Era I'm sure the guy singing to songs is derick Griffin I'm sure that's his name he used to present play school.

Know that paxo ad I used to get funny looks and laughed at when I ever mentioned the paxo AD with the cartoon cock stutting down the street the disco dancing penguins used to make them crack up! By the time I got to the prozzie hen they would be in tears! Lol nobody rememberd it lol but they remember the "fried onion ring" ad or the shake and vac AD lol ;D
