Whos the neareast specialist to burnley, person got private dx and meds but can no longer afford private and has been told nhs cant help

Nearest I know is near Wigan.
Surely the best tack is to fight the PCT involved for meds till the next review is required.
No is not an acceptable answer - I'd be prepared to help out.

they asked to see dr moosa and were told there was no funding

Being told there is no funding is standard practice these days.
Your 'person' has the advantage of already being diagnosed, which cuts out a lot of funding costs (ie no secondary care requirement), and if they have a successful history of medication there is ammunition to fight funding bodies with since effectively they are withdrawing treatment.
It all needs organising into some correspondence with teeth and the usual ding dong battle can commence.
